So, they decide to work on the water pipes outside my apartment. They shut off the water to do so.

What? Your blog says it was posted on Feb 28th, but when I checked it this morning (March 1st) it wasn't there.
That's a pretty rotton thing for your apartment building to do. You should tell them that you'd like to be informed in advance next time.
Don't forget that our water is always on for you! 'course you would look funny driving the car all lathered up!!!
